Designing and Building highways is a complicated process that involves several steps. Typically, it requires putting together a team of contractors and engineers to handle the different aspects necessary to complete any road project. Schultz and Summers Engineering has been fortunate to play key roles in numerous road projects in Southeast Missouri.

Our experienced personnel understand what it takes to construct roads and we have provided many of the key services necessary when building highways and bridges. We have been involved in both privately and MoDOT funded projects. In addition, we are able to provide advice on funding for road construction through the various agencies that are able to provide infrastructure loans and grants. We also have experience in the creation and implementation of Transportation Development Districts, which can be the key to securing funding for transportation projects.

We have a Corps of Engineer certified materials testing laboratory staffed with modern equipment and experienced technicians with a keen understanding of testing soils, asphalt and concrete. We can provide road and development designs that will work with all FEMA requirements in order to obtain Letters of Map Amendments (LOMR’s).

SSE also has sufficient survey parties equipped with the latest Global Positioning System (GPS) and surveying instruments to support the field surveys necessary for an accurate and timely completion of transportation improvements.

Designers and drafting personnel use AutoCAD Civil 3d to provide a comprehensive design and knowledge to expedite your project quickly and efficiently. After our Surveyors have made an initial survey of the project our Designers will take that data and create a 3 dimensional model of your project. This will allow us to provide our clients and the contractor with an accurate design, itemized quantities, and a smooth roadway that will be a benefit to everyone.

Sample Road Projects

Shelby Road

Schultz and Summers Engineering (SSE) accomplished the planning, design and construction management of a major arterial in the City of Poplar Bluff, Missouri. The concept for a new arterial to serve an undeveloped area in Northwest Poplar Bluff was conceived by Stan Schultz in 2005. In cooperation with Mr. Paul Duckett, the City of Poplar Bluff, and several landowners along 2-mile road, the project will be complete near the end of 2010. The new 4-lane road will provide development potential to the West side of Poplar Bluff and a major thoroughfare through town. The project will connect Highway W to Highway PP and is project to eventually connect to Highway 53 in the future.

Were there challenges to be overcome in the development of a new transportation facility? You Bet!

To tackle these challenges, SSE secured the assistance of a group of forward-looking individuals and governmental agencies to complete the $5.2 million dollar plan A traffic study was accomplished to determine the feasibility of the new arterial road. The study indicated the road was feasible and from there SSE began the process of obtaining the needed right-of-way. Wetland determinations, archaeological studies, investigations for endangered species and a host of other environmental issues were successfully reviewed by SSE.

Schultz and Summers led the effort to secure financing for the construction of Shelby Road. The City of Poplar Bluff and Mr. Duckett then formed a Joint Venture Agreement to pay for the construction of Shelby Road. Financing in the amount of $5.2 million dollars, which was obtained through the Missouri Transportation Finance Cooperation (MTFC). This allowed SSE to proceed with the design and advertise for bids to build Phase I of the project.

Phase l of the project consisted of a $1.4 million dollar contract to construct a major drainage structure (triple 11 x 14 concrete box culvert), and 190,000 cubic yards of excavation to complete the grading package. In cooperation with the City of Poplar Bluff Park and Recreation Department, grading for an exercise path was constructed adjacent to the new road bed.

Phase II of the project included the paving, shoulders, and signage to complete the 2-mile road. A contract in the amount of approximately $1.7 million dollars was awarded for the paving of Shelby Road in the Summer of 2010 . It is anticipated that Shelby Road will be opened to traffic in the fall of 2010.

In addition to the project design, SSE provided materials testing, boundary surveying, construction staking, and contract management for Poplar Bluff’s largest City Street project in years!
