L. Scott Samuels, P.E., CFM
Mr. Samuels currently manages Central Missouri Engineering Services, LLC (CMES), which specializes in offering National Flood Insurance Program (NFIP) consulting services to local governments, lending institutions, private citizens and engineering firms. He is very active with preparing and submitting letter of map changes to FEMA and has created and presents several NFIP workshops in the region each year. Prior to starting CMES, Mr. Samuels worked for over six (6) years with the State of Missouri Emergency Management Agency (SEMA) as their Floodplain Management Engineer. Mr. Samuels has also worked for the City of Portland, ME and private consulting firms in both Maine and Ohio. Mr. Samuels earned a Bachelor of Science Degree in Civil Engineering from Colorado State University, at Fort Collins, CO in 1988. Mr. Samuels is a Registered Professional Engineer in the States of Missouri, Maine, Ohio, and West Virginia. Mr. Samuels has served as an Area Director and Chair of the Legislative Committee for the Missouri Floodplain and Stormwater Managers Associations (MfSMA) and is currently the Membership Secretary for the organization.
Monique Pilch, CFM - FEMA RVII Insurance Representative
Monique Pilch is a graduate from Baker University where she obtained her Master's Degree in Business Administration. After graduation, she spent six years working for the University of Kansas in various facets of finance administration. In 2008 she accepted a position with Computer Sciences Corporation (CSC) under the National Flood Insurance Program (NFIP) Bureau and Statistical Agent (BSA) Contract as the Region VII Regional Manager. Monique continued to work in this role under the new NFIP BSA contract issued to Optimal Solutions and Technologies, Inc. (OST), sub-contracted to URS, Corporation. Monique currently serves as the Federal Emergency Management Agency (FEMA) Region VII, Insurance Program Specialist. Additionally, she is a volunteer trainer for the American Red Cross Health and Safety Services Department and affiliated with their Disaster Action Team. Monique's professional focus is on public administration, including community training and educational outreach.
